By-Laws Of The Township Of Verona Municipal Alliance Committee

Article I - Name

The name of this organization shall be the Verona Municipal Alliance Committee (hereinafter, the “Alliance”)

Article II - Authorization

As authorized by the Governing Body of the Township of Verona through ordinance number 2-90, this group shall serve as the Alliance of the above said municipality in accord with P.L. 1989, C.51 and the Guidelines of the Essex County LACADA Steering Committee.

Article III - Purpose

In accord with the above authorization the purpose of the Alliance is to address the symptoms and root cause of alcoholism and drug abuse problems by developing:

 

1.                 Organized and coordinated efforts with local schools, law enforcement, business groups, and other community organizations for the purpose of reducing alcoholism and drug abuse.

2.                 In cooperation with local school districts, comprehensive and effective alcohol and drug abuse education programs in grades kindergarten through 12.

3.                 Comprehensive alcoholism and drug abuse education support and outreach efforts for parents in the community.

4.                 Comprehensive alcoholism and drug abuse community awareness programs.

Article IV - Membership

The Alliance should include as its membership a broad representation form the local community.  Members shall be appointed by the Township Council and shall serve for a term of three years.  Any vacancy occurring of any member shall be filled by the Township Council from the unexpired term of such member.  The board shall consist of a minimum of five members.

 

Membership may include, but shall not be limited to:

 

1.                 mayoral representative;

2.                 the chief of police or public safety director;

3.                 the president of the school board or member thereof;

4.                 the superintendent of school or administrative representative;

5.                 a student assistance counselor

6.                 a representative of the parent-teacher association;

7.                 a representative of the local bargaining unit for teachers;

8.                 a representative of the chamber of commerce including, but not limited to, local business and industry representatives;

9.                 an officer of the police department which may include the juvenile officer or the youth intervention officer;

10.             a municipal court judge or representative of the juvenile conference committee;

11.             representatives of local civic associations;

12.             representatives of local mental health agencies, local treatment and prevention providers;

13.             representatives of local religious groups; and

14.             private citizens which may include youth representatives and youth and adult recovering from drug and/or alcohol abuse.

 

If a member misses (3) three consecutive meetings without just cause, the appointment shall be subject to review by the Mayor and Council.   The committee may vote to make a recommendation to the Governing body of the Township of Verona to review the appointment.

Article V - Officers

Section 1

A.                 The Alliance committee shall be under the supervision and control of the elected offers which shall consists of:

1.                 Chair

2.                 Co-Chair

3.                 Up to (3) three Vice-chairs

4.                 Recording Secretary

5.                 Corresponding Secretary

6.                 Treasure/Grant Coordinator

B.                 Above officers shall be members of the Executive Board.  The VHS student assistance counselor and the immediate past chair shall be ex-officio members of the Executive Board.

C.                Elected officers must be appointed members of the Alliance as designated by the Mayor and Council.

D.                These officers shall perform the duties prescribed by these by-laws and by the parliamentary authority adopted by the organization.

E.                 An officer may be removed for cause by a simple majority vote of a quorum of the general membership.

Section 2

A.                 Officers shall be elected by ballot annually in the month of May.  If there is one nominee for each office it shall be in order to move that the recording secretary cast the elective ballot for the Municipal Alliance Committee nominees(s).

B.                 A majority vote of those present shall determine election of all officers.

C.                Officers shall assume their official duties at the close of the annual meeting and shall serve for a term of one year and/or until their successors are elected.

D.                No person shall be elected to serve more than (2) two consecutive terms in the same office, with the exception of the treasurer/grant coordinator, unless no one can be found to fill the position.

 

Section 3

A.                 A nominating committee of (3) three members shall be appointed by the Chair of the Alliance at least (1) one month prior to the election.

B.                 The nominating committee shall select (1) one candidate for each office to be filled and shall report to the general membership either by bulletin or at a meeting preceding the annual meeting.

C.                Following the report of the nominating committee, an opportunity shall be given for nominations from the floor.

D.                Members shall be eligible for nomination either by the committee for from the floor.

 

Section 4

Any vacancy occurring in an office shall be filled for the unexpired term by member elected by a majority vote of the members present at the next regular meeting following (30) thirty days notification to the full membership of the Alliance.

 

Section 5

Duties and Powers of officers shall be:

A.                 The Chair shall preside at all meetings; shall assume leadership of the Alliance; shall appoint a chair for committees; shall be member ex-officio of all committees except the nominating committee; shall fill vacancies on the Executive Board; shall remove from office any chair or Alliance committee member for cause, subject to the approval of the Alliance members; shall work with the treasurer/grant coordinator to facilitate all grant requirements.

B.                 The  Vice-Chair(s) shall have the following responsibilities: shall serve as advisor(s) to the chair by virtue of their length of tenure on the Alliance, shall at the direction of the chair take on supervisory or observational duties, shall if necessary assume the duties of the chair in his/her absence.

C.                Recording Secretary.

D.                Corresponding Secretary

E.                 Treasurer/Grant Coordinator shall be responsible for all monies and reports to the Township, Essex County and State of New Jersey as approved by grant.

Article VI – Meetings

The Alliance shall develop a comprehensive plan to provide matching funds equivalent to the amount of monies received from DEDR funds.  These matching funds shall be a minimum of 25% cash.

Article VII - Committees

Committees from time to time shall be created by the membership as may be required to promote the objectives and interests of the Alliance.  Standing or special committees shall be appointed by the chair of the Alliance.

Article VIII – Adoption and Agreement

These by-laws may be amended at any regular meeting of the Alliance by a (2/3) two-thirds vote of the full membership.  Written notice shall be delivered to the membership at least (10) ten days prior to this meeting.  Minutes should be taken to serve as a public record.  These by-laws should be reviewed by a committee appointed by the Chair every (2) two years.
